In 2010 Albany were hired by the Media High Council of Rwanda to provide technical support for conducting a capacity, institutional and training needs assessment and develop a strategic human resource development plan, which included delivering a full 5-year strategic human resources development plan.
Albany carried out comprehensive research and analysis of the MHC's key structural strengths and weaknesses; researched the media sector and the legal and regulatory framework governing the MHC and the media. Albany then ran a series of workshops with the staff, Executive and Board of the MHC to thrash out the agency's vision, mission and objectives and drafted a new organisational structure with a complete set of new job descriptions and an administrative staff for adoption by the MHC Board. Albany also ran a workshop for both the MHC and some of its licensees and stakeholders to thrash out a new cooperative way of working together for the improvement of the Rwandan media sector.
